Pakistanis are smart people. Yes, 90's sanctions came unannounced. But we learned from them.
We are keeping our enemy at bay with less than 10% of the budget. India's is $80 billion, Pakistan was at $7 billion until 2025. It's near impossible for countries to even imagine what we've accomplished, EVEN with on and off sanctions from the US.
An example is, when we bought the Block 52, we acquired enough AMRAAMS that even if sanctions are repeated, we'll be fine for a full war, or for many years to come. The SAME F-16's are flying with the same AMRAAMS today with a second tier deterrence and no issues in maintenance. We have near 500 of them and more sidewinders.
Just like that, if we get the F-16's upgraded again, we'll acquire enough support equipment and new BVR missiles that they will last for another Ten years. Turkey is working on Gokdogan and Gokbora BVR weapons similar to Meteor, they are plug and play on F-16s so we will use those in the future also.
This time, the situation is different, Pakistan's minerals will run American electronics industry and it's tech supremacy. Right now China provides these for 90% of the US use. So the US will have a dependency on Pakistan and both nations will be doing business in many domains. Americans don't sanction where they are earning profits. Simple.

F-16s have been useless fr Pakistan due to American resistance on using them against India. It's been Chinese hardware that's proven vital for Pakistani defense.
This approach by the Americans with so-called military goodies... Is only being offered to wean us off of Chinese hardware and dependence... Back to American dependency.
