No, this north south 1,541km section is not decided yet. Only the first phase is approved
Vinspeed and Siemens build 2 HSR sections in the north and the south, linking Hanoi and Saigon to the sea in total 175km.
Very possible the gov gives Thaco and Hyundai the north south section.
Japan seems to be out of the game.
