That headline is mostly political messaging. Vietnam doesn't have the technical foundation or operational experience to build a full front-end chip fab by 2026. There are too many unanswered questions. Is this actually a Vietnamese-owned fab, or another foreign-invested packaging and testing plant dressed up as "chip manufacturing"? Is it a real front-end fab or just a semi-pilot line doing wafer-level packaging? And who's even going to sell Vietnam lithography machines?

The US and Vietnam Chips Partnership is an executive-level framework, not a binding export agreement through the Bureau of Industry and Security, which actually controls semiconductor equipment exports. That means Vietnam can't just buy advanced lithography tools, especially not EUV or high-end DUV systems needed for modern nodes. If a "fab" happens, it will probably be a small-scale or legacy-node project, useful for training and capability building, but far from a full-scale foundry.
