The most difficult part of aircraft is making turbofans engines, the most difficult for EIV is optics. Both come down to material science. I think China with millions of engineers and billions of dollars would eventually make it.

If I was you I would hire western engineers you offer them double the salaries, high bonuses. That would save at least 10 years R&D. By the way that’s how Vietnam makes it, we hire professional engineers from the West. Sometimes it’s worth to take the shortcut.
