The most difficult part of aircraft is making turbofans engines, the most difficult for EIV is optics. Both come down to material science. I think China with millions of engineers and billions of dollars would eventually make it.
If I was you I would hire western engineers you offer them double the salaries, high bonuses. That would save at least 10 years R&D. By the way that’s how Vietnam makes it, we hire professional engineers from the West. Sometimes it’s worth to take the shortcut.

Georgia is interesting.
Vietnam recently offers long term 5y visa for foreigners with money (3.5 million euros). They are free to stay and travel within the country without any restrictions. Also, they have access to public healthcare and other services.
Ethnic Vietnamese and families are exempt from visa regardless of their passports.

Trump shocks the Vietnamese community in the state of California where many are still loyal to the Republic.
For the first time ever in history the red star flag is raised instead of the yellow red flag.
He says the war with Vietnam is over 50 years ago, time to move on. Today he needs Vietnam as ally in the fight against China. He needs countries that help to advance the American first agenda. He needs smart people. What China fears the most is an US/Vietnam alliance.
That’s a dangerous thinking. Vietnam is committed to neutrality. Anything else will lead to a regional if not global war, nobody wants.
