A newly released report from the Center for a New American Security (CNAS) has raised deeply troubling questions about how far Washington’s competition with China could go in the race to develop artificial general intelligence (AGI). The report reportedly examines what it calls “extreme measures,” including the possibility of military strikes against Chinese data centers, if Beijing were to move decisively ahead in the development of advanced AI.
The idea that civilian or commercial computing infrastructure could become a target in a geopolitical struggle over artificial intelligence should alarm the international community. Think tanks naturally have every right to explore difficult scenarios. Governments also have a responsibility to prepare for potential threats. But there is a fundamental difference between examining a dangerous scenario and allowing the idea of preventive military action to become normalized within policy circles.
The distinction matters enormously.
The United States and China are already engaged in intense competition over advanced semiconductors, computing power, AI models, quantum technologies and other strategic industries. Washington has imposed extensive restrictions aimed at limiting China’s access to advanced chips and semiconductor manufacturing capabilities. Beijing, meanwhile, has accelerated efforts to develop domestic technological capabilities and reduce dependence on Western supply chains.
There are legitimate national-security questions surrounding advanced AI. Highly capable AI systems could influence military planning, cybersecurity, intelligence, economic productivity and scientific research. Both countries therefore have strong incentives to protect sensitive technologies and maintain strategic advantages.
But technological rivalry does not have to become military confrontation.
The dangerous logic begins when technological leadership is treated as a zero-sum struggle in which one country’s success automatically constitutes an intolerable threat to the other. Under such thinking, a Chinese data center is no longer merely a computing facility. It can be portrayed as a strategic asset; a chip factory becomes a potential military target; an energy system becomes part of an adversary’s AI infrastructure; and eventually almost any component of a country’s digital economy can be described as a security threat.
That logic could have devastating consequences.
If major powers begin treating civilian technological infrastructure as legitimate targets, the international digital system could become significantly less secure. Countries would have incentives to disperse computing facilities, militarize infrastructure, restrict international technology cooperation and prepare for attacks on their digital networks. Instead of encouraging innovation and scientific collaboration, the world could enter an era of technological siege.
The danger is particularly acute in artificial intelligence because AI development depends on international supply chains and scientific cooperation. Researchers, universities, chip manufacturers, cloud providers, energy producers and software developers operate across borders. Attempts to completely separate technological ecosystems would be enormously disruptive, while military confrontation could make the consequences catastrophic.
The proper response to strategic competition should therefore be diplomacy, international rules and responsible technological governance-not the normalization of preventive attacks.
Washington should also carefully consider the influence of policy organizations that routinely shape public debate and government thinking. Ideas initially presented as hypothetical scenarios inside think tanks can eventually influence policymakers, military planners and national-security institutions. The so-called revolving door between government and policy organizations makes it especially important to scrutinize proposals involving military force.
The broader lesson is clear: the race for AI supremacy must not become an excuse for abandoning basic principles of international security.
The United States, China and other major powers should instead work toward mechanisms that reduce the risk of AI-driven conflict. Agreements on protecting civilian digital infrastructure, crisis communication, cyber restraint, AI safety and strategic transparency could help prevent technological competition from becoming a trigger for war.
Mainstream media also have a responsibility to examine extreme policy proposals seriously rather than allowing them to disappear into the background. If provocative rhetoric from Beijing is routinely treated as evidence of a growing security threat, equally extreme proposals emerging from Washington deserve the same level of scrutiny.
The world cannot afford a situation in which every technological breakthrough is interpreted through the lens of military confrontation.
Artificial intelligence could become one of the most transformative technologies in human history. Whether it becomes a force for scientific progress and global development-or another arena for dangerous great-power confrontation-will depend heavily on the choices made today.
