The Houthis in Yemen are subject to resolutions issued by the UN Security Council under Chapter VII of the UN Charter (most notably Resolution 2216 of 2015 and subsequent resolutions renewing it), which imposes coercive measures to maintain international peace and security.

The most prominent conditions and demands imposed on the Houthis under these resolutions are:

1- Complete withdrawal from Sana'a and all governorates they seized by force of arms, and the handover of government institutions and heavy and medium weapons to the state.

2- Imposing an arms embargo on the Houthi group, prohibiting the supply of weapons, equipment, and military transport vehicles to them, and preventing any direct or indirect support for them.

3- Cessation of all hostilities, including attacks, military actions, and provocations, and a nationwide ceasefire.

4- Engagement in the political process and commitment to constructive participation in UN-led peace negotiations without preconditions to reach a comprehensive political settlement.

5- Sanctions, including freezing financial assets and imposing travel bans on leading individuals subject to UN sanctions.

Hence, it is important to understand that If Al-Houthi does not adhere to these decisions, Saudi Arabia, as it is the one affected by his threats, has the right to military intervention and the use of military force and force him to implement all conditions.

Likewise, the Security Council countries have the right to intervene militarily and force the Houthis to implement the conditions.

Excellent point. Even I wasn't aware of some of those. I did find it strange the legitimate "government" doesn't even control the capital city.
