Every credible opposition to PPP's unfettered rule in Sindh has been crushed by fauji-establishment.They know that no credible opposition exists that could / would threaten their rule in Sindh, if and when they are found guilty of misconduct / mismanagement / corruption, of which, that has happened a 1000 times, and they are still ruling comfortably.
The fear of being run over by your opposition, because of your poor performance / governance doesn't exist because the urban educated Sindh minority is always a minority. Such fear only exists where there is democracy and the democratic institutions are strong.
Only division and creation of small new provinces will solve this problem.

Yeah but they aren't as narrow as US roads. A US "main road" sometimes feels like the width of a Pakistani neighbourhood. It's not just Pakistan.
Cities in Asia, Middle East, Africa & Latin America have much more stretched urban planning compared to North America cities.
Even the poorest African countries have divided two way traffic compared to "first world" America/
Pakistani cities have bad roads because of overpopulation. Too many cars vehicles running over them in one day.
The population densities cannot be compared.
