Regardless of who did it, even if it is the Indians themselves or even non state actors (which is most likely), Certain narratives have been purported to such an extent that people will believe whomever it is based on those narratives. In this case, the Indians will believe it’s the Pakistanis, and similarly if any bombings occur in Pakistan, people will believe whoever they hate the most (most likely Indians and then Afghans) even if it isn’t them.

nepal > they ousted their government , i dont know much about nepal-ind but from the videos of Nepalese assaulting Indian news personal i would assume they don't like India
bangaldesh > after kicking hassina they have been cozying up to china/pak/turkey
turkey > idk man , during op tandoor turkey supported us strongly , to the point that Indians boycotted turkey and seems like they are still mad
