Pakistan Navy's Type 054A/P (TUGHRIL) Class Guided Missile Frigate operating somewhere in the North Arabian Sea.
 
If the PN ships don’t have them, they should really look into getting inflatable decoys. The PLAN is starting to field them in growing numbers on their destroyers.

I think to keep the cost down. We may see quad packed launchers after few years.
There is no separate launcher for 4x4 it’s just putting two additional launcher on top of existing one but not seen may be due to weight limitations not sure guessing

No, its certainly not the weight issue. It's the cost issue. The containers are stack-able. You can create 4x4 configuration.

There are already examples of 4x4 containers for CM-302/YJ-12, for-example, see below an upgraded 051b destroyer with 16 YJ-12 missiles:

Talwar frigates excels in in anti-surface warfare, ASW & radar departments while Tughril scores points in anti airwarfare department. That would change though with the introduction of Talwar Batch 3 which will feature Shtil VLS but only with 24 missiles as seen on Admiral Grigorovich
Talwar is a Russian coast guard ship.

A correction at the 17:10 mark. Yu-8 rocket-assisted torpedo can be launched from the H/AJK-16 VLS system, but Yu-11 is a larger, cruise-missile type, turbojet-powered system that shares the same launch system as YJ-83 AShM, from the amidship box launchers.

It is for this level of flexibility, and the tertiary nature of ship-launched AShM in the PLAN doctrine, that even some of the newer PLAN vessels like the 054B would favour YJ-83/Yu-11 over the YJ-12 AShM, which is perceived as more powerful. Tughril, in consideration for more capability in independent operation, opted for YJ-12 instead which is understandable.

Comparing 054A/Turghil with all Indian frigates in service and under construction except P-17A is meaningless. The Shtil, or to put it more bluntly, naval Buk systems are fundamentally 1980s systems with only very basic area air defence capabilities, which the PLAN acquired with their Pr.956E/EM purchase in 1999. These systems in Chinese hands have since gone through more than 20 years of indigenization and improvement, and the end product today, the HHQ-16 missile and the H/AJK-16 VLS system are all but unrecognizable. If anyone is to blame, blame the Russians for basically creating a 20-year gap in naval intermediate-range SAM development.

You can make some argument about how the BrahMos could offer some advantages but trying to justify a surface ship around its surface-to-surface armament in the naval reality of the 2020s is pretty ridiculous.
