The five Central Asian countries are generally considered to be within Russia's traditional sphere of influence. Russia has a very deep influence in these regions. If it's just selling general weapons to these countries, Russia usually won't interfere too much. However, if it involves selling advanced fighter jets like the JF-17B3, Russia might not remain silent.
By the way, Rwanda is indeed a potential customer for the JF-17. In recent years, their military strength has been growing very rapidly.
