Yes 1-2 or more unfinished tunnels can be made extra at the mountain base so they can be completed with the excavator inside in a short amount of time. They can be hit as well but smaller bombs wont be able to collapse the main gates. Many heavy hits from shorter ranges would be necessary or albm attack would be necessary to make them inoperable. and with more tunnel entrances the US would have to precisely hit dozens of tunnel entrances every single day. it means a significant percentage of their sorties will be dedicated to just this task rather than other objectives.

I would do something that would completely baffle the Americans, I wouldn't hit their bases, not unless there is an all out war....then everything is game.
