I don't know. What do you think it means? Do you expect your enemy not to take advantage of your own stupidity? Didn't Iran try to make the most out of Black Lives Matter or recent protests in the US? The only difference is that the US and Israel have competent intelligence agencies with international reach and the Islamic Republic lacks such capability and has a loud mouth only.
There is no destruction of public buildings in Tehran except for anecdotal cases. Besides, destruction of public property is absolutely normal and very common in protests and riots around the world and does not justify killing thousands of people in 2 days. It was the norm in BLM protests that the Islamic Republic supported as well. It is the norm in basically every French riot in Paris.

Kurds are armed too, with organized and trained separatists. So are Baluch people in Zahedan. The next step is that people will receive more arms. Most of them will be ethnic groups in Iran, not your average uptown dude or middle-class guy in Tehran. And then you will get a civil war with the backing of the US and Israel. Technically, you can have civilian nuclear reactors working with even natural uranium like the CANDU reactors. The VVER-1000 unit at Bushehr works with 27 tones of 3.5% uranium annually. Needless to say that Iran will NEVER be able to produce enough enriched uranium to operate that single reactor for a single year on its own. But that doesn't matter because the US is not after negotiations with Iran.The 1.5% enrichment leads me to believe this is fake. You need at least 5% enrichment just to create fuel rods for reactors. And you need 20% to create the fuel plates needed for the micro research reactor in Tehran that produces the medical isotopes.
Sure, the 20% could be imported via Russia, but 1.5% is a weird number.

2. Its stockpile of Highly Enriched Uranium would be transferred to a third country
3. Iran agrees to not transfer weapons and technologies to its regional nonstate allies
4. Iran pledges to not initiate the use of Ballistic Missiles
5. Iran and the US agree to a nonaggression agreement

What else is left to negotiate over? Iran's nuclear program has been destroyed. We haven't been able to enrich uranium in 7 months and they can keep it that way by constantly bombing us and "mowing the lawn". We haven't been able to even get close to our destroyed nuclear sites after 7 months.
Any concession that Iran accepts in the so-called negotiations will only be to make the cost of future war with Iran less for the US and her allies. Nothing else.

Your outsider's perspective is most likely wrong because your information about Iran and social fabric and history cannot top an Iranian's knowledge of his country.From an outsider's perspective, I don't think you are right on your prediction. If the 'regime' was as fragile as you say, then there would be an all out assault during or right after the recent engineered violence going on.
Trump/Netanyahu have gone back to the drawing boards where there is a tug of war between the American vs Netanyahu interests. But America is a global power with limited regional interests but with powerful regional allies while Netanyahu is a one trick pony. We will see who prevails.
