Technically, you can have civilian nuclear reactors working with even natural uranium like the CANDU reactors. The VVER-1000 unit at Bushehr works with 27 tones of 3.5% uranium annually. Needless to say that Iran will NEVER be able to produce enough enriched uranium to operate that single reactor for a single year on its own. But that doesn't matter because the US is not after negotiations with Iran.
What else is left to negotiate over? Iran's nuclear program has been destroyed. We haven't been able to enrich uranium in 7 months and they can keep it that way by constantly bombing us and "mowing the lawn". We haven't been able to even get close to our destroyed nuclear sites after 7 months.
Any concession that Iran accepts in the so-called negotiations will only be to make the cost of future war with Iran less for the US and her allies. Nothing else.
The regime's narrative has turned to that of the last Pahlavi months before his fall. They do not see what is coming for them. I believe Khamenei, if alive, is not even fed real news about the current situation by the people around him.
