No. India never provided an official reason, even though everyone knew it was due to security reasons.
It was certainly not for security reasons. KKR, the BCCI and the Indian government could have easily provided security if they wanted to. It was more of a political statement that there would be no "business as usual" if the relationship between India and Pakistan continued to deteriorate. This mirrors the ban on Pakistani players playing in the IPL or Pakistani artistes appearing in Bollywood movies, even though there has been no problem in providing security to Pakistani teams when they have visited India for ICC tournaments in the past.
It was really a tit for tat for restrictions in the economic sphere placed by Bangladesh. It was more about paying a Bangladeshi player over a million dollars than about cricket. IIRC, an archery team from Bangladesh visited India around the same time with no security concerns. The big difference was that the financial stakes were much lower, or non-existent.

In fact, if Pakistan had stayed out, they could have portrayed it as a protest against BCCI’s hegemony over the ICC. But as usual, Pakistan chickened out, leaving Bangladesh to face it alone, even after talking big at first.
From the very beginning, I knew Pakistan would end up playing. But in the end Bangladesh end up losing 350 crores worth of money.

It was an unfortunate incident and I do feel sorry for the player, but there are other people in the world who are in greater need of my sympathy than someone who lost out on an opportunity to make a million dollars for playing a few weeks of low pressure tamasha cricket.India humiliated a player who bears no ills toward India over the actions of a puppet junta!
