There could be two main reasons:
1. Claiming blackmail will be the same as admitting wrong doing and could go both ways. Under pressure from authorities the person (I don't want to say he or she, both sexes were involved so giving equal rights) would name names and if these names managed to squeez their way out of the mess whatever way possible the squealer will be made the scapegoat (he already admitted to the crime remember) and get hanged. Too risky
2. Claiming blackmail would mean making a direct threat to mossad and israel and it would be like painting a big red bullseye on the accuser and families head. This will definitely be fatal.
