I think what we are doing in terms of Fatah 1 and 2 is good. We need to scale up the numbers and have the launchers be dispersed and survivable. There is no risk of accidental nuking with these so they can be dispersed in relatively readier state. Near vertical attack with speeds upto Mach 4 will make interception super challenging, especially if the ABM have to defend things other than themselves. This is what Fatah 2/SMASH have.

No need to go to kolkata or Bangalore for now , Fatah series should be increased with range to hit gujrat with accuracy , If we down systems at gujrat then something can happen to mumbai and others
 
Gujrat is next to us so pretty much in range
And its defended quite well due to the presence of the refinery there , A squadron of s400 is at bhuj or Jamnagar , which went silent after our strikes , It has other systems like your typical MRSAM and akash , BMD radars , IACCS node at wasdar , Brahmos CDB at Dwarka and other things like multiple squadrons of su30 etc.
So it is very well defended , If we clear the s400 batteries out of gujrat then we can go towards mumbai or Goa . Bangalore and kolkata doesnt have much for us to target and IMO sending our subs all the way to Vishakhapatnam is not feasable .
 
Kolkata is 3rd largest city and Bangalore has economic assets
And how far is Kolkata? it literally is 2000 km away from IB! its a waste of resources and capabilities and the chances of interception increases a lot due to how mnay layers of AD you would have to go through

Do HGVs make sense in our case at intermediate ranges? Do we have the know how, especially material engineering know-how, to produce them?
Honestly there are lower hanging fruits like improving solid-rocket-motor tech that we should pursue before we go into super hard and expensive to develop things like HGVs.

The developmental trajectory of the DF-16 is highly worth emulating by Pakistan.

If you take a closer look at this missile, you will discover many interesting details.
