This was done ages ago and has nothing to do with the war. KSA remains one of the largest infrastructure hubs in the world and only China has more active giga and mega projects in the world. All economic indicators in KSA have also undergone tremendous positive growth.
Within the past 12 year alone - the tourism sector in KSA went from almost non-existent to the world's 12th largest tourism revenue. That is with 100's of tourism projects yet to be fully constructed, 100's of historical sights renovated and without mentioning Makkah and Madinah (Hajj and Umrah):
And thank God that the Line Project has been scaled down - it was an unrealistic project from the very beginning and impossible to construct with present day technology.
KSA is going to host the FIFA World Cup, EXPO and numerous other global events in the upcoming years and focus should be on that rather than unrealistic projects. KSA also have said on numerous occasions that projects will be halted or stopped if not economically feasible. This is actually clever leadership. Because it would be beyond moronic if the leadership would prefer not to "lose face" and instead engage in unrealistic and costly projects.
Spending a night/day at the resort like that would cost an Arm, leg, kidney and a eye :O
