Trump is trying to frame the war on Iran. If Iran blocks all ships passing SOH for long, then world opinion esp in those badly affected countries might be even out against US and Iran. So, Iran has to weigh out carefully about the consequences. Trump is obviously wants to choke or even collapse Iran's economy by totally blocking Iran's oil export so it can't continue to fight.. Hints from the talks suggest this to be true.
