Worse thing is that they know there is no military solution as there more to lose from fleeting gains or pyrrhic victory. There simple aren't enough resources or men to win and sustain any gains. So, they instead aim to increase pain in hopes of capitulation before everyone else collapses or US turns in full blown recession/depression... as bad as it already is...
