Full Text of Controversial Imran Khan Cypher Released

These GHQ retards already made the deal with yanks to give them bases, all behind IK back. "Absolutely not" came a shock to the Americans, and taken as a tight slap to these generals, which they didnt like a bit. They also ditched IK on Ukraine issue pointing fingers at him conveying to yanks as if it was IK own initiative. Reality is, not only they, but MOFA, and even ex diplomats were consulted before trip to Moscow and all agreed on the go ahead.

At the end of the day, its all about having monopoly on policy decisions these retards in GHQ like to hold regardless of the consequences nation has to pay. From Jinnah, to Fatima Jinnah, to IK, all have paid with heavy price challenging this illegal overreach in civilian matters.

One who giveth, taketh away!

The real takeaway isn't the over reach instead how each played the opportunity. In return everyone got to learn the real brokers behind the scenes. That deal hasn't changed... ideally they would have wanted him to play along... as everyone before him... who was propped up and then the rug was pulled they moaned and groaned... came back to make another deal with the brokers. The cycle continued... it was the same story in the 80's, 90's and onwards... it is why no one completed their terms... it is why they joined hands to ask for full terms... that were allowed post Musharraf.
The real problem isn't even that ... it is the fact that none represent a real constituency. They made the deal... got propped up and in similar way undone. People had a lot more sentimental moments with the former PM... but during his term he'd been an equal parts disaster... everyone around him was propped up... the Punjab premier, largest province by population, was seat filler.

So what happened? When the pressure came... they pulled the plug... and eventhough popular sentimental support remained his own hodgpodge of a party never stood it's own, nor had the weight...
On the rest I agree with you...
until there is real grounded representation that is natural and organic... there would be sock puppets propped up and sacked!

"When we first obtained this document, we deemed it too risky to publish in full. For a variety of reasons we don’t need to get into, the risk equation has changed and it’s important this memo be in the historical record."

I think it’s good that they leaked the original document so the people of Pakistan can see how their servants at GHQ colluded with the Americans to destabilize the country...maybe our future generations might learn something from this debacle.

Probably the leaking source retired and made his abode abroad, so all clear now?

This proves several things;

VoNC was announced in February, this cypher is dated March. So, that means the whole story of Americans behind VoNC was a farce, and Imran Khan in his later interviews have also denied American involvement.

You do know the motion for the VoNC was submitted in the NA on 8 March 2022 by the MNA's.

Would you be kind enough to have a look and tell me the date of the demarche letter? Agr sharam kay maray aap na batana chahain to lemme know, to masla nhn...it was 7 March 2022.

Now this can be a coincidence, or connected, or something else. But it sure as heck does not "prove" several things as you had claimed.

Aisay proofs par to main sadqay jaoon.

Well well well.... Here comes more drama

Probably not. This is a storm in a teacup from years ago. The world has moved on.
Yes indeed...it has moved on to banning under-25's from elections, removing all sort of legislative authority from provincial assemblies, returning ex-FATA to being FATA how it was during the good old British Raj, and creating pseudo martial law with the support of the nincompoops at Federal Chutyapa Court...excuse my language..."Constitutional" court.

After all, the judges were bribed with 7 series bimmers...the debt has to be repayed after all.

In 10 years, when our new fauji overlords make criticism of the COAS a capital offence, and someone is complaining that the people are disenfranchised and not able to vote, someone will just say...."This is a storm in a teacup from years ago. The world has moved on."

The motion was prepared in less than one day? Unlikely, given the process of creating one ready to be submitted.
I've seen contracts for power plants be turned around quicker than that...having a run of the mill VoNC typed by a steno with a template from the 1990's, swapping the names here and there wouldn't be that much of a problem.

Maybe it wasn't prepared, but only submitted once the final demarche came? Who knows. That's why we have something called an investigation.

And besides, no one is saying everything came into play immediately when the cipher came.

It's just a part of a large sequence of events and correspondences.

As I said, it could be anything. But it sure as heck isn't a nothing burger as was claimed. Every government claim over the years is turning out to be false.

why don't they just abolish the constitution and declare the country Faujistan with all issues to be decided only in Corps Commanders conferences ? At least then it will be an honest setup and you won't have to spend money on perks and pay for assemblies and civilians.

This deserve a separate thread. Huge!! Insane! Absolute scumbags.

On April 9, 2022, the day Khan’s government was toppled, Pakistan conducted a missile test. The missile was the Shaheen III, Pakistan’s longest range ballistic missile with a range of almost 3,000 kilometers. While Pakistan’s missile program has been focused on India, the test was essentially a validation that Islamabad’s missiles also had the capacity to reach Israel. That fact reflected a longstanding anxiety in Washington.

After Khan was removed by General Qamar Javed Bajwa, Pakistan’s army chief at the time, Bajwa travelled to D.C. in October 2022 in an effort to reset ties. During the visit, which also marked his last month in office, Bajwa met with top Biden officials, including Defense Secretary Lloyd Austin and national security adviser Jake Sullivan. In those talks, he assured the U.S. that Pakistan would limit the ranges of its missiles to just fall short of Israel. Seeking to curry even more favor, Bajwa also assured his American interlocutors that Pakistan wanted to rein in its military, limit its nuclear program, and move away from China.

In October 2022, soon after General Bajwa’s return to Pakistan, Bajwa called the head of the Strategic Plan Division (SPD), the military division overseeing Pakistan’s nuclear weapons. According to a source aware of the details of the conversation, General Bajwa ordered the head of SPD to allow an American delegation to visit and inspect some sensitive nuclear sites in the country. In the hierarchy of Pakistan’s nuclear command, the head of SPD reports directly to the Joint Chief of Staff Committee (JCSC), who in turn reports to the prime minister, not to the army chief.

Using this excuse, the SPD head refused General Bajwa at the time, according to sources, showing that the military chief was not completely in charge of the country’s nukes. Later the same month President Biden gave a statement claiming that, “Pakistan may be one of the most dangerous nations in the world” because the country has “nuclear weapons without any cohesion.”

The statement, coming seemingly out of nowhere, stunned many observers. But according to sources privy to the internal communications over the matter, Biden’s statement was related to Bajwa’s inability to provide American inspectors access to Pakistan’s sensitive nuclear sites.

Bajwa stepped down a month later, putting General Asim Munir in charge in November 2022. In 2025, after three tumultuous years heading the military-led government, Munir promoted himself to the rank of Field Marshall, created a new office of Chief of Defence Forces’ for himself, and abolished the role of JCSC through a constitutional amendment. The series of bureaucratic maneuvers—unprecedented in Pakistani history—also had the effect of placing Munir personally in charge of Pakistan’s nuclear weapons. For the first time, the checks and balances surrounding Pakistan’s nuclear command had been unified under a single person: the country’s staunchly pro-U.S. army chief.

In 10 years, when our new fauji overlords make criticism of the COAS a capital offence, and someone is complaining that the people are disenfranchised and not able to vote, someone will just say...

.... that the sentinel event, to which you are only now waking up to, actually happened over 50 years ago, when Gen Zia created modern day Pakistan.

And indeed the world moved on a long, long time ago. That ship sailed to far off seas, never to return.

It's just a part of a large sequence of events and correspondences.

As I said, it could be anything.

That, I can agree with, starting that large sequence of events from how NS was removed to install Abassi/Nasir-ul-Mulk, to finally install IK, and then all the machinations to keep IK in power when he was on the same page, only to remove him too, when he deviated from his given script. IK then fought back in many ways, including the infamous cipher.

But, then, unless there is full accountability, it could all be anything, as you say.

What is equally clear is the fact that whether IK lied, or told the truth about the cipher, he did it to remain in power. And he failed.

What is more, the country has moved on without IK just the same as before, no better and no worse. Almost four years. And counting.

@hydrabadi_arab you keep on honking non sense about IK destroying relations with Saudi. Listen to this and educate yourself. The point of contention was the clause in defence pact which IK wanted Saudi to comply that they will also commit to the defense of Pakistan if needed, to which Saudi side refused. Which now opens another Pandora box, if Saudi refused their side of commitment of defense then, what has been signed now by this failed Marshall regime? In absence of formal document available in public, it should be clear that Saudis will not abide by their side of deal.

The official process for the Vote of No Confidence (VNC) didn't materialize out of thin air on March 8th, the opposition coalition had formally and publicly announced their decision to move the VNC nearly a month prior, on February 11, 2022. By the time this diplomatic wire was even typed up in Washington on March 7th, the political writing was already on the wall in Islamabad, and the opposition had spent weeks openly securing the numbers, managing defectors, and finalizing the logistics needed to oust the government through legitimate constitutional means.

What makes this an institutional disaster from a national security standpoint is that the Prime Minister had a perfectly legal, democratic, and dignified exit strategy staring him right in the face. Months before the VNC reached its breaking point, as inflation climbed and political allies began jumping ship, he could have exercised his constitutional right to dissolve the National Assembly and call for fresh elections. Going back to the public for a fresh mandate is what a confident democratic leader does when facing a parliamentary gridlock. Instead, he chose a reckless path toward domestic anarchy, deliberately holding onto power until the last possible second, and then weaponizing a routine diplomatic cable to set the entire country on fire.

By waving this "wire" at public rallies, the leadership pulled off a classic populist bait and switch. His popularity was demonstrably tanking due to severe economic mismanagement, skyrocketing inflation, and deep governance friction. He needed an emergency lifeline, and this document provided the perfect emotional decoy. Rather than letting the political process play out constitutionally, he chose to drag the country's sensitive diplomatic infrastructure into the mud, burning bridges with a global superpower and stoking dangerous internal divisions just to resuscitate his failing political brand. It was a calculated strategy: if he couldn't keep the prime minister's office, he would rather plunge the state into polarization and chaos than accept a standard parliamentary defeat.

Wow nice try …. You are trying to make it sound like as if we had a democratic , fair and independent parliament and system in place .

I watching it all …. Live ….MQM , BNP struggling till the last minute to decide who to vote for , members of
Parliament kidnapped and kept in Punjab House , many simply disappeared and reappeared on the voting date , our relative from Multan was offered equivalent of $3M to vote against his own party, members had their fanily members especially kids and wives picked up and phone calls were made threatening their rape and their businesses sealed and confiscated to force them to vote against PTI so yeah absolutely and clearly a very clean and fair way IK was removed .

I totally see your point …
