They are still pretty much paranoid about China, frequently talk of war against China, they just can't free from their self imposed history. Vietnam has split personality on China.
No hard feeling, China military buildup is a concern. We don’t know what’s coming. it’s always good to be ready for scenarios. Yes, our relationship to China is best ever in history, but Xi Jinping may retire soon, a new Chinese leader can be aggressive.
And there is the US. We don’t know who will follow Trump. Another MAGA can be more aggressive.
Vietnam military buildup is a natural response.

Vietnam is a weaker party it makes no sense to initiate a war.
As for stealth and space tech, I would be cautious. Technology is evolving. you see in Ukraine how modern techs are good for dustbins.

That's rich coming from you guys. The ukraine russian war is the most up to date modern war and every new and old equipment is being thrown into the battlefields so your assertion what we have are just meaningless is also ...meaningless considering many of the stuff we field you also field such as...surveillance UAVs, armed drones, suicide drones, USV, MANPADS, Atgm, IFV, MBT, artillery, SPH, LACM, air-ship-shore-submarine launch AshCM from subsonic to supersonic speed, ballistic missiles, SAM, MLRS. Since we don't know how the future will hold for the conflict in the SCS, we have to prepare for a military conflict with you guys because at least for the American, they do not occupy our territories (Paracels and Spratly islands).

That’s interesting with laser guns. I previously thought we were still years away from practical use.
 
The gun that is put on display Turkey defense expo seems to be a combo laser beam and electromagnetic.
many variants exist. this one creates an electromagnetic pulse EMP up to GW range, similar to an atomic blast outside of atmosphere. No drone swarm can survive the blast.

Viettel and KEPCO E&C have signed MOU to research and develop SMR. Not sure if it will materialize in the end but I have seen Viettel put up ads recruiting for positions to develop SMR last year. I'm really impressed with the S. Korean; as early as 2000 they were on the verge of building a nuclear powered submarine using their own reactor,damn...if not for their american boss who stopped them.

That’s embarrassing. I wish the Koreans and Japanese can free themselves one day from US strangulation and blackmail. Great powers as America, China, Russia should come with great responsibility. Instead, they misuse it.

China is by far the most responsible country in the world.

China was supplying ASEAN the fertilizer and oil during the Iran war crisis.

The US and Russia are both descended from the European colonizers, whereas China is not.
 
I came across this article today. If it really materializes into technology transfer as the news stated, I can be certain that Viet Nam will award South Korea the contract for the HSR (if we decide to build). Technology transfer is the "stalemate" that has prevented Japan and Viet Nam from moving forward with this project for almost 20 years. Personally, I think there is a 20-30% chance this tech transfer agreement punches through, since Hyundai has a history of pulling out of tech transfer agreement with Vietnam. Back around 2010's, Huyndai signed the agreement with this same company THACO to transfer tech to produce the automotive diesel engine, but they eventually pulled out at ....extra time.

Thaco deepens ties with Hyundai Rotem to localize railway manufacturing in Vietnam​

Vietnamese conglomerate Thaco and South Korea’s Hyundai Rotem have signed a detailed technology transfer and localization agreement for railway rolling stock production.

The agreement, signed last Thursday, advances a broader bilateral cooperation roadmap that includes technology transfer, workforce training, local component manufacturing, and the production of locomotives and railcars in Vietnam.

The partnership is expected to help Thaco gradually master railway manufacturing technologies, increase localization rates, and support the government’s strategy to develop a modern rail industry.

The latest agreement follows a series of milestones between the two companies. Last August, Thaco and Hyundai Rotem signed an MoU to cooperate in developing Vietnam’s railway industry.

In December 2025, the two sides signed a localization agreement establishing a long-term framework covering technology transfer, workforce development, supply-chain expansion, and railway vehicle manufacturing in Vietnam.

The partnership entered a new phase in April 2026 when the companies signed a contract to supply 162 railcars for urban railway projects in Ho Chi Minh City. Under the contract, Hyundai Rotem will manufacture six complete railcars in South Korea and provide 156 CKD component kits, enabling Thaco to produce components domestically and assemble complete trainsets in Vietnam.

Under the newly signed agreement, Hyundai Rotem will transfer product designs, technical documentation, manufacturing processes, and quality-management systems to Thaco. The South Korean company will also train Thaco engineers and managers in South Korea and deploy specialists to Vietnam to support manufacturing, assembly, testing, and quality-control activities.

To support the localization strategy, Thaco has invested in a 320-hectare railway and multi-purpose mechanical manufacturing complex located within a 786-hectare mechanical engineering and supporting-industry industrial park in HCMC.

The facility is designed as an integrated manufacturing ecosystem featuring advanced automation and smart production technologies. Its key facilities include an aluminum car-body manufacturing center equipped with high-pressure extrusion lines of up to 10,000 tons, a precision-machining center capable of processing large components up to 25 meters long, an automated welding center utilizing intelligent robotic welding systems, and locomotive and railcar assembly centers.

Beyond manufacturing, Thaco earlier proposed investing more than VND1.56 quadrillion ($59.18 billion) in the planned North-South high-speed railway. The company said it is prepared to hold at least 51% equity, including a direct contribution of about VND312 trillion ($11.84 billion). The remaining capital would be financed via domestic and foreign loans with government guarantees and long-term interest support.

Vietnam gov will never give the control of the HSR to any foreign companies. Instead, domestic companies will take the lead. That’s standard practice over the years. The Chinese do the same practice. Transnational highspeed rail is of strategic importance, similar to transnational waterways, autobahn, airports, telecommunications. We would be mad if we gave up to foreigners.

From the agreements the Koreans give the technology in exchange for money and market access. There is no word about they will build the HSR.
