Most of India's laws are colonial in their essence and allow for little to no freedom. Communal punishments are very common occurrence in India.

I would consider it a goodwill gesture by India to have not fully applied her archaic laws on this individual.

Maybe you can teach this lucky Bangladeshi who escaped custody on how to get off the blacklist. Serve tea, dance around and become PM of subcontinent of Indian Union.
