"Hit the leadership, they are low in number" .... that logic could have worked on the old insurgency, the sardari one.... Marri and Mengal tribesmen fought because their chiefs commanded them... Pacify the chief and you took the tribe... That's one reason why the state ran Balochistan through sardars for a hundred years (the Sandeman "sardar-sarkar" arrangement)....
That movement is dead.... What's fighting now is centered in Makran..... Kech, Panjgur, Gwadar .... the part of the province that never had a sardari system... the most urban and literate region, with its own universities..... The cadre is students and graduates who organize horizontally as equals, precisely because there was never a chief to speak for them.... It's leaderless resistance by design... there's no head to cut...
The record proves it.... Bugti killed 2006 = escalation..... Aslam Baloch, who built the Majeed Brigade, killed 2018 = the suicide program grew... 20 years of "high-value" removals bought more violence, because leaders are replaceable and grievances aren't......
And "precise, plausible deniability, hit the handlers" isn't a new idea... it's the current policy.... Furthermore, disappearances and "kill-and-dump" are the number 1 recruitment driver on record...... The Turbat killing that started Mahrang Baloch's whole movement is the proof..... You are prescribing more of the medicine that caused the disease.
Doing it in UAE and Afghanistan just internationalizes their cause and hands them the exact grievance we accuse India of..... You can't decapitate a movement built specifically on having no head.... The tribal one you could kill.... This one you have to outgovern....
