I agree with you, that you need to be aggressive. But as a commander and military planner, you can't just focus on destroying the enemy only. You also have to keep a close eye on your logistics, manpower and critical elements such as ammunition and resources.
I have a strong feeling they currently lack the resources to execute a large scale attack. This could be either due to effective US reconnaissance disrupting their plans, or simply because their stockpile of drones and missiles is running low. By rationing their remaining precision weapons, they might be trying to drag this out into a long war of attrition, a scenario that would highly favor Iran.
In the end, we need to keep remembering that this war is a marathon and not a sprint. It is hard to sit back and watch all the news of the bombings occuring in Iran, but we have to have faith in Iran's strategy.
