It seems that this project is seriously behind schedule
I think every dam or big project in Pakistan is always behind schedule. I think the reasons are inefficiencies, mismanagement plus corruption. At this point I am just content that something is being slowly built.

So Mohmand dam, will generate 2.8bn units/year and cost $2.5bn. I hope the storage/flood protection/agriculture part is worth it because electricity from dams no longer make economic sense.

Even for that we need cheaper alternatives
Every year consistently - sindh, punjab, KP should set aside 5-10% of thier budget and build up smaller dams for storage, floods etc, use universties to come up with out of the box cheaper solutions
In this day and age with cheaper solar, domestic coal and TO SOME EXTENT nuclear we dont need these massive dams for electricity "only".
Sure if there are other reasons that's fine ig

More than generation of electricity though, Pakistan needs better grid/distribution upgrades.

Where Dams are helpful beyond energy however is the water storage space, especially when we talk about the fight over the IWT. Having large scale storage capacity is going to be of vital importance for the country. Both for drinking but also for agriculture and industries. Not all dams (depending on surrounding terrain) will be usable for agriculture, but that doest eliminate their utility. Mohmand should supply peshawar with 30 MILLION gallons of drinking water. While Daimer Basha reservoir is primarily for agricultural use, it could be linked in to improve drinking water supply. Additionally with floods and the potential of India to use its dams as weapons (sudden release of large volumes of water) these network of large reservoir dam offer protection from tge devastating effects of bit nature and Indian design.

While very expensive, i would push for more dams not less for energy, water storage and flood protection.

Pakistan cannot build large dams on eastern rivers to protect against India sudden releases. Only way is to clear encroachment along river beds.
