EOD Flight is the capability provided by the US Air force to clear explosive ordinance (EOD: Explosive ordinance Disposal) for which they have closed airspace on the 4th - this means that
1. ordinances has already been intercepted and needs clearing
2. they expect to intercept and clear ordinance on the 4th between the times mentioned in the NOTAM.

Israel wants to activate terrorist groups in Iran. to control Iran. India also seeks to weaken Pakistan.

India and Israel have good relations and are probably working together. This will probably become more apparent in the near future.

One reason of not retaliating could be that current leadership is staying in power using brutal force and we saw during woman protests. If that force is diverted Iran regime can see another protest which can become hard to stop.
