Its because Iran isn't trying to win a war the IRGC is trying to survive.

If IRGC escalates, their own infrastructure can be targetted which can cause civilians to rise up and over throw them.

Therefore it makes sense for IRGC to only do minimum retaliatory strikes until they can strike a deal with a government they can trust

If Zio-US could take out Iranian infrastructure they would have done it already to bring down the regime.

The reason is that Iran showed enough deterrence but it is using a "defensive deterrent" right now.

An "offensive deterrent" will actually make Zio-US leave it alone. Yes it may lose a bit more infrastructure here and now but it gets peace at least.
