Its because Iran isn't trying to win a war the IRGC is trying to survive.

If IRGC escalates, their own infrastructure can be targetted which can cause civilians to rise up and over throw them.

Therefore it makes sense for IRGC to only do minimum retaliatory strikes until they can strike a deal with a government they can trust

Seriously, stop kidding yourself. The US has shown for the most part remarkable restraint by NOT taking out the infrastructure. When we went back to Iraq under the mistaken belief we were going to finish up what we started during Shield/Storm, the first thing we did was turn a lot of the lights off and hit the comm centers.

As far as Iran and Israel mixing it up? Have it. Let them get it over and be done with it. I for once would like to see us actually sitting one or two out.
