Starting a submarine arm from scratch os very very hard, even major nations like Malaysia, Indonesia and even Iran, South Korea and Egypt have only got into the game relatively recently. Very recently in the case of Malays and Indonesians

As we know its not just a case of buying subs and getting men trained.

A good submarine with a well trained crew can not just bring havoc to an enemy fleet and deny vast areas, but will also force the enemy to dedicate a disproportionate amount of resources in hunting them.
