Perhaps you’ve forgotten or don't know what the security situation in India looked like through the 1990s, 2000s and well into the mid-2010s—there use to be monthly if not weekly terrorist attacks in India, including Kahmir.

It is precisely the escalation in the costs imposed on Pakistan after each major attack that has changed the calculus.

The Pakistani military understands the risk as well. It is only after we have started taking escalating series of kinetic measures to punish Pakistan for terrorism, that the interval for these attacks has increased to half a decade now.

For Pakistan Army too realizes sooner rather than later, one of these terrorist attack will lead to all out war with India.

A war that can not even hope to win, hence they have started keeping provocations to a minimum and far apart.

So if your definition of “botched” is an operation that changes the adversary’s calculations and is followed by years of relative reduction in major attacks, you might want to reconsider what “success” actually means.
