In essence the entity has better ability to defend against ballistic missiles, than cruise missiles and maybe combined hundreds of cheap drones at the same time.

The geography heavily favours cruise missiles, as the attacks would come in over hilly terrain where the hills and valleys could mask the low rcs cruise missiles as they head towards their targets.

Also cruise missiles can be landed within metres of their targets and so better ability to pinpoint smaller targets such as invididual buildings.

Hitting Israeli embassies in other countries would be the safest bet and seen as a tit for tat reaction. With the ball then in Israeli court on whether they want to escalate..
Attacking Israel directly would be an unnecessary escalation, let them be in heightened alert for months.. and suffer fatigue..

I understand the tit for tat aspect of it, but it is not justice. If someone murdered someone's mother, you dont respond by murdering the culprit's mother, rather you would respond by executing the source of the violence, the culprit themself. That's how justice works. So a better response would be Iran inflicting damage on IDF hangars, parked aircraft, landing strips etc etc.
