Not all issues, circumstances and scenarios run through a single default method of solution -meaning- one solution for all is never in effect, which is what you are trying to show. No two commanders think alike, nor do two politicians, nor are the same forces present always to conduct the same repeated action every time. Even if COAS is one, PM is one - the timing, the circumstances, the solutions etc are never the same, which means the way of doing things will always differ.
You mentioned ISI - if you know well of ISI doing the job, then you should have known about what I mentioned in the above para already, but your source of info is media on which you conduct your analysis. You cant have access to many things and I don't find that appalling at all. You are just one of the millions.

Rather then these crazy region to region subsidies rife for corruption and blackmail we need CONSTANT LAWS for all Pakistani that treat us equally
Agreements must of course be met, but the general economic conditions must be understood
Subsidies were killing Pakistan, for a population that big it's not feasible for the government with limited funds to fund basics
What we need is economic reform and end of corruption
To make matters worst, a big chunk of people don't pay bills, electricity or otherwise making the situation worse
Pakistan has multiple dams, and other power projects coming online soon,
The transmission structure needs to be improved
Now is not the time to bend to blackmail of regional jahilat for freebies and subsidies when a big chunk of idiots don't even pay bills
