No. In Pakistan quota is based on province share in population. In Sindh its divided further between rural and urban share of population. There is no special quota for Sindhi speaking people.

US needs a military base in Bangladesh to strategically threaten India, given that Bangladesh borders the Siliguri Corridor. With a base in this location, US could potentially cut off this crucial corridor if India makes decisions contrary to US interests.
India and US are not allied as US is with Pakistan or Saudi Arabia. During the 1971 Indo-Pak war, India and US were on opposing sides, nearly leading to a direct conflict. India cannot continue testing intercontinental nuclear missiles, buying oil and weapons from Russia and Iran, and maintaining relations with North Korea and Cuba, and still remain a US ally. For US, a country is either an obedient ally, like Pakistan, or an enemy.

If you dont really get how WTO and GATT before it works for bulk of mainstream goods and services, you best read up on that first.

All I said is there is no huge current account deficit or surplus effect impacting on capital account of BD.

It is obviously a capital deficit country at large like the region, so it has certain levers at its discretion employed commensurate to again its largely transactional driven needs here (investment, loans, bonds and so on).

Capital is upstream to production, hence there is a higher presence of strategic/geopolitical decision making regarding elements of the capital account compared to the current account which is a downstream effect from earlier capital account components, as they pertain to whatever BD is unable to do totally internally to begin with anyway.

When we are talking about very strategic or capital cost intensive goods, you start to see strategy come in to the current account as well. BD has not unlocked that tier....compared to what we see going on between say West and China in that current account realm of tariffs and legislation/clauses used in the WTO for these.

Unless you have been living under a rock or something the core of USA-China disputes deal with trade/technology. You are expecting USA to comply with GATT/WTO rules when China breaks them with impunity. In the long run an intelligent version of Trump will pursue a sorched earth policy against countries that run surpluses with USA and run huge deficits with China. Of course there are practical limitations. That is one of the potential directions we are headed.
