Tejas is much more than "just" a Mig 21 replacement
As for what IAF is keen on, I am sure IAF wouldn't be so keen repeating the same mistake of not ordering an upgraded variant twice,(or you know nevermind, It's IAF we are talking about, they have made far stupider decisions)

The delay is due to the consideration of using the Kaveri engine instead of the GE-F404 in the Tejas MK1B. Although GE has stated that they can scale up production to 24 engines per year, the potential switch to the Kaveri engine is causing the hold-up.Reports of additional 97 aircraft order being delayed. IAF looks like it is abandoning Tejas, as per my prediction.
Mig-21 was the mainstay of IAFTejas is just a Mig-21 replacement and not a long term project, IAF is more keen on having Tejas Mk.2 as it will provide the firepower they are desiring and might include your desired list.
