Theodor Herzl wrote his shitty pamphlet in the 19th century - in times when white man thought it was absolutely normal to come to a brown man's land and colonize it, exploit brown people and treat locals as subhumans.

Back in the 19th century Herzl thought that white Jews from Europe can come to Palestine, colonize the country and treat local Arabs as subhumans in the same way as Europeans treated local peoples in their African colonies and in India.
