They can use those tunnels in friendly countries for testing. It's fairly common now to do that worldwide.

All ballistic missiles are hypersonic due to "Physics".
Shaheen 3 has a re entry speed of Mach 18.

Is that figure missing a few zeros? A large CNC turning center costs much more, I suspect.
