There is no clear reason to compromise this, and it is most unlikely that there has been a compromise on this.

I'm just curious.
Where did you get this wealth of information? None of the official releases - mainly from the Indian side - had any reference to new rules, or to China setting new rules.
Do you have the ability to cling to the wall and listen in to conversations of this sort, or did you wake up with a headache and a hangover and decide to clear your throat with that post?

I have had Indian neighbours tool, and surprise, surprise! Not the most considerate people.India and China should have created a buffer zone decades ago. It could have solved the problem and built trust, a neutral no man's land that none shall trepass. I have had Indian neighbors and trust me, they aren't the most considerate people.
