Yes, so the wingtip flight control surfaces is confirmed I guess, a very novel idea that hasn't been used before. I'm guessing these control surfaces act as air brakes and differential deflection to control yaw in lieu of a vertical rudder, rather like differential braking steering in a tank.
It seems there are control surfaces like J36 on the trailing edge as well.

yeah, he's only parroting what's already been said since that pic was released. I don't see anything new in his "analysis".
 
That balloon, two years ago, was initially at an altitude of 30km and the Americans had no way of attacking it. Then the altitude was lowered to 22km, and the United States sent F22s to attack it, but all the missiles were unable to hit it. It wasn't until the balloon's altitude was reduced to 18km that the F22 shot it down with four missiles.
Does that mean that 18km+ altitude is a safe zone?

What I read somewhere is that US didn't want to shoot it at that height due to some reason other wise they can easily use missiles.
 
They have fired at 22km altitude and just missed. 30km altitude should only be hit by THAAD.

Dear I am saying they could easily have used various missile systems (like THAAD which you mentioned) to destroy the balloon. They could even destroy satellites, so a 30 km altitude is not a sufficient deterrent. Air-to-air missiles (AAMs) are not their only option. They waited for the balloon to descend below a certain altitude at their discretion, not due to any capability limitations.
