Building mosque isn't the only criteria for allowing religious practice. There were open discrimination against people with beard, wearing niqab or even wearing hijab. Multiple cases where people were forced to open their hijab in front of a male govt official, violating their right to practice their religion. Even here in the West officials are considerate enough to let allow female officials to search other females in high security places.
Imams were restricted on what they could say in their sermons. Like unable to talk about Quran verses that talks about oppressive rulers and their downfall. Or protesting against oppressive rulers, criminals in the society. Basically anything that could rile up the mass against the ruling elite.
Also - not to forget the hundreds of youth illegally detained on suspicion of terrorism for being practicing Muslim i.e. keeping beard and going to mosques regularly to pray. Many were killed extrajudicially, including teenagers.
You cannot secularize Islam by limiting what people can or cannot do according to your personal preference. If you try to do that, it becomes a corrupted version of the religion or a different religion altogether, but definitely not Islam.
Without going into the religious discussion, I will say that many tried to modify Islam to cater to their world view - like Turkey, former Soviet Republics of Dagestan or Chechnya, China, Bosnia, and of course in Bangladesh. A different belief system be it secularism or communism was forced on to the citizens of these countries to censor Islamic practices to cater to the desire of the ruling class.
But every single case attempted to corrupt the religion has failed and will continue to fail because that is very much what was promised in the Quran which practicing Muslims around the world believe. There were periods of deviation from Islamic practices per Quran and Sunnah in these countries, followed by a resurgence and reversion back to the proper way over time.
