I think they are planning to shift all assets from Syria and make Libya their primary, in which case they will attempt to make a deal with Haftar for a permanent air and naval base, probably in exchange for something.
Lets see how its plays out, I don't see them launching another push onto Tripoli. They would be very stupid to do something of that nature, and I don't think Russia has the capacity right now to mount a significant offensive, given that they are busy with Ukraine, but that could change..

In many ways, the Russians sticking their nose in Libya and entangling with Haftar, in a weird way helps Turkey, b/c it make a negative impression of Haftar, and makes NATO see him as a threat to NATO interests allowing Russia to build an air/naval base and an intelligence post essentially a stone's throw from the main US/NATO naval and air bases in the Mediterranean in Italy.
It's time for peace in Libya
The Libyan National Army (aligned with Haftar) and Turkey have reached a major agreement.
It was agreed to initiate negotiations for the procurement of military equipment, including weapons and UAVs, from Turkey and for the provision of training on their use.
An agreement was reached on the development of certain military infrastructure needs of the Libyan National Army's Land Forces.
Turkey's Naval Forces and Libya agreed to conduct joint training exercises along Libya's eastern coast.
This year, 1,500 personnel from forces affiliated with the General Command will receive training in defense, maintenance, mine clearance, and technical fields through joint programs between Libya and Turkey.
Over the coming years, more than 30 military projects will include various training programs.
A formal signing ceremony will be held in Benghazi in the upcoming period, with the participation of Turkish Land Forces Commander Selçuk Bayraktaroğlu.
Turkey will assist in accelerating the unification of Libya’s military institutions through joint coordination between the eastern and western regions.
