The visit to Iran comes a month after a drone attack on a ship near Indian waters that the United States blamed on Iran

It could be, but the Houthi have made drone attacks on Indian ships, and no physical attacks.

So far, the only accounts that have emerged are the likes of the crew of a fishing vessel, with the ethnicity variously reported, as Iranian, or Baloch or even simply Pakistani. They were the victims, not the hijackers.
