Do not be so sure, India has already on many occasions highlighted that they would not hesitate fist strike, their no first use policy is hogwash for international consumption..
Also they believe they can survive a nuc exchange with Pak whilst wiping out Pak as a functioning country.
Escalation to using Brahmos and soft aiming at Sargodha was a feeler to see if they could penetrate and hit Pak nuc sites.
Next time they will try to emulate current IL tactics in collusion with IL to attack Pak nuc sites..
Pak needs to ensure they are prepared.. multiple redundant sites, hidden entrance exits signature concealment etc.
