When the stealth aircraft is in a safe zone, it needs to open the Luneberg Lens so that its own radar can detect it. In this way, its own flight control center can dispatch and command.

Otherwise, it may collide with other aircraft of its own.

Like @Michael already explained or if you want to show that aircraft on a public display - maybe even in a foreign country (like the RAF F-35 still in India) and want to hide its true RCS.

Parades, trial and development, peace time air patrols along the border, non-combat interceptions, air traffic control...etc.

You know how India keeps saying they can detect the J-20? It's because of this. In a war-like scenario, India will suddenly lose the ability to detect them.

This little instrument was the reason Indian Su-30MKi was being able to track J-20 and many of your countrymen were jumping with excitement that even su30 was able to detect a J-20...... Not knowing it was deliberate from Chinese.

Unknown, but likely the J-35, as it's a smaller plane and follows a more conventional 5th gen form. It also doesn't have canards which automatically decreases RCS.

Even that claimed seems very doubious, their ex air chief said Su 30mki can detect J20 from considerable distance.
What is considerable distance and even with the poor radar from Su-30 mki.
