But the main issue is this is not even a option the west is entertaining. Iraq and Afghanistan got rid of the west's taste for nation building, now they are only into nation destroying. SK, Japan, Europe were rebuilt in the context of an actively expanding USSR led bloc that threatened US hegemony. There is no need for a indebted US to dump investment into rebuilding Iran, there is no benefit to them.
Even if you don't like China, your other options are to keep begging for surrender and keep getting bombed or keep the status quo. Both are bad options in comparison.

Build nuclear weapons. Increase your regional influence. Negotiate with the West over your cards. This is exactly what Iran was doing before the JCPOA. Everything went downhill after the JCPOA because we signed a bad deal that gave away all of our advantages.

The West will negotiate with you and reach a deal with you if you have the right cards to play.

This is a textbook situation that has happened again and again before. You acquire nuclear weapons and develop ICBMs, then you negotiate with the West about the kilotons and megatons of your arsenal, instead of 1% or 3% enrichment.

Loans and token projects aren’t the same thing. The US has examples (Japan, South Korea, Germany). China has none. Just look at Korea.
