You can, but first you have to find every security vulnerability and backdoor that might've been implemented inside it and then never update it with latest releases.

Basically, you should create a fork of the Linux kernel and build up your own team for developing it from that point onwards. Might be good as a starting point, after you have made it fully secure, but it doesn't resolve your need for developing your own kernel eventually when your fork starts to gradually diverge from the actual Linux kernel.
