You might not know this, but BW, the only manufacturer of steam catapults in the United States, went bankrupt and was liquidated in 2020.
Currently, the only factories in the world that can still produce steam catapult equipment are located in Eastern China.
PS:
Babcock & Wilcox (BW), the American company primarily manufacturing boilers and pressure vessels, still exists. Its military production division was spun off separately due to unprofitability and subsequently went bankrupt. The company still has a Beijing branch, which manufactures boilers and is doing quite well.

Babcock & Wilcox (Beijing) Co., Ltd. ("Beijing B&W Company") was established in 1986 as a Sino-US joint venture. It became a state-owned enterprise in March 2018 after repurchasing the US shares.

Of course, the company that can manufacture steam catapults isn't this one.
Reportedly, the only enterprise in the world currently capable of manufacturing steam catapult devices is my former employer, Dongfang Electric, specifically its subsidiary Dongfang Boiler Works.
This indicates that they only produced one or two units experimentally. The technical team has certainly been disbanded by now, but the blueprints definitely still exist. Most crucially, the key team members are still at the factory.
Based on my understanding of industrial production, if there was a real need to resume production, with some funding and everyone working overtime, it could probably be done. The real problem arises if they originally used a specific grade of steel or a certain subsystem produced by other companies, and that no longer exist. In that case, restarting production would be much more difficult.
