No KPK government knows the people . Military doesn't. People are not an army unit who will march and do as told. People need to be treated and dealt with in a different way, which the military doesn't know , the KPK government does.

Yes. But military actions only increase their support , and they get more and more people willing to fight for them against the army.
We seen this during Zardari era 450 odd American drone strikes on tribal areas. Entire villages went to Baitulla Mehsud and volunteered to fight for him. It didnt matter how many the military killed, as a reaction a lot more came in and joined the fight.
