That's a massive decrease from their peak of 25,000 in 2014. It's also less than the 10,000 that Pakistan estimated in 2022.
Pakistan has faced a large amount of martyrdom due to terror attacks by the ttp, but Pakistan seems to have severely degraded TTP capabilites, which is why the ttp seems to be conducting larger scale attacks that don't have any strategic value, but are meant to be advertising for further recruitment.
From what I can tell, their recruitment within Pakistan is essentially falling apart. They've had to start recruiting Afghans, and foreigners to try and maintain their current numbers.
