The bird that flies at the highest altitude is the Rüppell's Vulture. It's known for flying at altitudes of up to 11,300 meters (37,000 feet). This record was once achieved when a Rüppell's Vulture collided with a commercial aircraft over the Ivory Coast.

Closer home:

The Bar-headed Goose is the highest flying bird known to fly over the Himalayas. They have been observed flying at altitudes of up to 8,800 meters (29,000 feet) during migration.
